If the second scope is for another rifle, Mounting on that rifle may correct the assumed problem.  If you are having problems with an IOR Optic, or if it's not meeting your expectations you should contact IOR to see if they will warranty the issue. I am fairly sure that they will want to know the steps you used to verify the location of the problem so they can duplicate the issue.

I have tried mounting and remounting twice with the exact same results. I have also tried mounting them on 2 other rifles and the error drops by 2 mils to the right but still has the 2 mils error between scopes.
I am being to suspect that the 1 piece mount is out by 2 mils. But again this does not account for the 2 mils between scopes.

The only other thing that has just popped into my head is that Recon is shorter than the Crusader. By my reasoning on this with it being further back the angle deflection if mounting related would be greater. But would it so great to make a 10cm difference at 50m's.

No prob.  I didn't take it any way personal, just that I had first hand experience with failures is all.
Lifetime warranty and excellent customer service don't mean a thing when your gun fails during a zombie attack.

Same, didn't take it personally. I loved the 3-18 when it came out, no one had anything like it, and the MP-8 reticle was my favorite at the time. It wasn't till the nightmares started that I lost the will to own anything IOR.

I have not run anything of their 40mm tubes. I know when the 35s came out, they had some severe issues, not sure if they worked them out or not.

If the shift is consistent and reproducible, I wouldn't worry about it. If it is a wind thing, as someone said above, you can dope wind on the reticle. I'd be more worried about a bad wind call at range than I would how to adjust properly.
