I don't know.  I guess it's considered an 'el cheapo' kinda like the old Savage pump guns.  I bet that the Higgins was made by Winchester.

I just Binged it.  Sold by Sears made by High Standard Arms
 
From what I just read, High Standard Arms now in Texas, was founded in CT in 1920s.  They seem to be collectible at least under their own name.

Friend of mine picked up a Savage 99 in 308 Win. for $300 from a GUN SHOP. It was in very good shape and is a good shooter. The bore was very dirty when he looked at it, so he ran a patch through the bore, and the bore looked fine. They let him take it out and shoot it with some Reminnton Corelock, and it shot about 1 1/2" at 100yds. He then went in and talked them down to the 300 out the door.

Friend of mine passed away back in 97. His wife sold me his No.4 MkIII for $200.
When he bought it, it was unissued and still in the wrap, and it still looks brand new. At the time I thought I was paying to much for it, but I wanted to help her out. I think I got a good deal now.
