ive been trying to decide if i should get my .22-250 rebarreled or scrap it and try to start working on a new ar build that i wanna do.

Unless you can build your own PV panels, I wouldn't bother with them. The water heater may eventually pay for it's self, but we use so little hot water, it is going to be longer than they estimated.

If a 10KW system cost goes below $3 a watt it will completely supply your needs and pump som,e back into the grid.  No electric bill, just system cost payments which should be lower than electric bill.
 
There is a company here that will install a system on your house at their cost then you just pay them a fee.  They install more system then you need,  sell the excess to the power company, get all the tax breaks and you get a roof covered with their system.  You only get a smallish discount off what your regular electric bill would be and they clean up. Whacko
